Maxim Topilin discusses employment law violations

The most common violations include incomplete employment contracts and holding back-wages.

State labour inspections will continue their efforts to enforce employment laws and to eliminate the withholding of wages. Inspections in July revealed and prevented multiple violations of various employment laws.

For example, an inspection at Ingushenergoset in the Republic of Ingushetia found that 381 employees had not been paid in two months and that 368 employees had been fired without receiving their final month’s pay.

Ingushenergoset was charged with various administrative offences. A two-month wage withholding qualifies as a crime under Article 145.1 of the Criminal Code. The inspection report was submitted to the investigative authority.

Eventually, wages were paid and employees’ rights restored.

The State Labour Inspection in the Tver Region revealed wage withholding at Tveroblelektro. As many as 955 people had not been paid in over a month. The labour inspector issued an order to the employer to restore employees’ rights. As a result of the inspection, Tveroblelektro was charged with several administrative offences.

As of today, late wages have been paid along with compensation for the 39 day delay.
