The participants of the meeting held at the Ministry of Labour and Social Security on July 30 discussed the plans for 2013-2015 to introduce the standards of corporate culture, mechanisms and principles of the Open Government, the need for expert monitoring regarding the implementation of these plans, and the results of the development of the draft concept on the openness (transparency) of the federal executive bodies.

Minister of Labour and Social Security Maxim Topilin said that currently a public council is being formed under the ministry. This council will create standards of public service culture and seek an official style of the ministry.

Mr Abyzov said the Ministry’s openness programme “is composed very well and will be a basic example for other ministries.”

In addition, he said that the Ministry of Labour and Social Security is responsible for public service and developing recommendations for other departments is an important component of its activity. “Today we are discussing the programme on introducing the standards of corporate culture. We will achieve no results without changing this culture. If we wish to gain an overall recognition, we should set very clear goals.”

The issue of corporate culture will be submitted to the Government commission for examination in November. Respective methodical recommendations will be drafted by that time.
