On approving The Regulations for Draft Proposals to Assess Demand for Foreign Workers and Approve Quotas for Issuing Russian Visa Invitations and Work Permits

Resolution No 800 of September 12, 2013

The document was drafted by the Ministry of Labour and Social Protection for the purpose of implementing the provisions of Federal Law No 82-FZ of May 7, 2013 On Introducing Amendments to the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation.

The Resolution aims to improve the mechanism for attracting foreign workers and making it more flexible and efficient.

The Resolution approves the Regulations for Draft Proposals to Assess Demand for Foreign Workers and Approve Quotas for Issuing Russian Visa Invitations and Work Permits. At the same time, starting from January 1, 2014, Government Resolution No 783 of December 22, 2006 On the Procedure for Assessing Demand for Foreign Workers and Calculating Quotas for Foreign Workers in the Russian Federation, which stipulates the current mechanism for attracting this category of workers, shall be declared null and void.

The approved Regulations stipulate the following procedure:

  • for drafting proposals to assess demand for foreign workers, including those from high-priority qualified professional categories, and to approve quotas on the basis of regional proposals, which assess demand for foreign workers, and which are considered by the Inter-Departmental Commission;
  • for adjusting quotas each year in accordance with regional proposals and those of federal executive agencies;
  • for reducing deadlines to draft a list of jobs intended for foreign workers.
