Minister Maxim Topilin meets with ISSA Secretary General Hans-Horst Konkolewsky

Russian Labor and Social Protection Minister Maxim Topilin has held a working meeting with International Social Security Association (ISSA) Secretary General Hans-Horst Konkolewsky at the Russian Labor and Social Protection Ministry.

The sides discussed the improvement of the Russian pension system and preparations for the World Social Security Forum.

Minister Maxim Topilin said that more than ten draft laws related to the improvement of the pension system and its higher stability would soon be submitted to the State Duma. The Russian Labor and Social Protection Minister stressed that the draft laws “would protect pension rights of citizens, in particular, through the guaranteed security of pension savings and transformation of non-governmental pension funds from non-profit organizations into joint stock companies.”

“Insurance contributions made in 2014 will be fully transferred to the distributive part of the pension system in the case a non-governmental pension fund or a management company fails to meet legal requirements,” the minister said.

Summarizing the meeting outcomes, Mr. Hans-Horst Konkolewsky expressed his positive attitude to the measures taken by the Russian Federation for the improved social protection of its citizens.

The dialogue with the ISSA will continue at the World Social Security Forum due to take place in Qatar in November 2013. Minister Maxim Topilin and other representatives of the Russian Labor and Social Protection Ministry are expected to attend the forum.
