Speech of Minister Maxim Topilin at Russian Government meeting in regard to Russian Labor and Social Protection Ministry work plan for 2013-2018

Dear Dmitry Anatolyevich! Dear colleagues! The ministry had upgraded the work plan. We are setting five objectives.

The first objective is decent work and fair salary. This objective covers four areas. The first area is the formation of a national system of professional qualifications, which will imply the revision of qualification requirements to specialists, the endorsement of over 800 professional standards and the creation of a basic center for occupational training. As a result, the share of highly skilled personnel will grow to a third of the overall number of skilled personnel. Another area is an increase of the minimal salary: we are set to enlarge it to the subsistence minimum by 2018. Measures have been taken to increase salaries of public sector employees as established by the decrees of the President and strictly depending on the performance indicators, the quality and quantity of rendered services. We will also ensure transparency of the salaries of heads of public sector institutions, get rid of the unreasonable differentiation between salaries of managerial personnel and workers and limit payments to heads of state companies. We are drafting laws to the effect and expect them to be soon adopted. As a result, the real salary will have grown 1.4-1.5 times by 2018.

Also, the objective will be attained with measures improving the quality of employment services. The waiting time for state services rendered in this sector will reduce to 15 minutes. Some 14,200 jobs for persons with disabilities are created annually. We will also take measures to improve the quality of labor conditions and ensure adoption of the law on the appraisal of work places, which will lower tariffs for listed work places alongside improvement of labor conditions.

The second objective is decent pension for long and fair labor. We are due to adopt all laws related to the pension system reform before the end of this year. As a result, the correlation between the pension and the pensioner’s subsistence minimum will have grown to two by 2018, conversion of pension rights will be done in 2014, the preparatory period will be accomplished and the system will start working in 2015.

The third objective is improvement of the demographic situation. We will support families giving birth to their third children, families with three children, draft proposals to extend the maternity capital program and provide employment of women on child care leave. As a result, the overall birth ratio will grow to 1.753 and the share of third children in families will amount to 13.5% by 2018.

The fourth objective is person-centered social protection, social protection will become personalized, the law on fundamentals of social services we expect the State Duma to pass before the end of this year (and all the normative acts related to its implementation will be adopted in 2014-2015). As a result, we will eliminate waiting lists for stationary social services, reduce the maximal period of waiting for social services and draw non-profit organizations to this sector. Also, measures will be taken to ensure rights of persons with disabilities. The share of persons with disabilities who have a positive opinion about the public attitude to their problems will have reached 49.6% by 2018 and efforts will be taken to implement the Accessible Environment program.

The fifth objective is transparent and professional civil service, measures will be taken towards the objective and transparent selection of candidates for civil service positions, access to the unified database, mandatory testing of civil servants, professional adaptation and formation of the public opinion in the evaluation of performance of civil servants.

We held a meeting of the Open Ministry yesterday with the participation of experts; we discussed the work plan and listened to all critical opinions. We will continue to engage experts to the discussion of our goals, timeframes and methods of their achievement.
